She can be found patrolling the plains southwest of the Ancient Wall.

The Harpy Wraith spawns every 34 days and 18 hours after she has been killed or after the server reboots, and patrols outside the safe zones. With a range of skills and attack styles she is very difficult to defeat legitimately.  It is possible to "lure" the harpy wraith into Guards, have her attack them and watch them kill her, although it takes two guards about a minute to kill. This causes Harpy Wraith to die, but she will not drop anything, and it is a bannable offense.
