The 'PW Boutique Agent' (found standing near to most bankers), or 'Pet Manager' (for the cages) will give you a quest to use these items.  You can buy the item before or after you accept the quest, just talk to the agent again with the item in your inventory to complete the quest and get the expansion.

''Note: You do need to talk to the same agent to complete the quest.  There's no penalty to trashing the first quest and getting it a second time, however.''

''Note: If you use the 'super' bank stone then the banker will still offer you the quest to use the normal stone.  Don't take it!  You can't expend your bank beyond the super-stone size.''
