Please, do not create a page in the wiki to ask a question. As for creating a character, you have to [http://pwi.perfectworld.com/download download the game], install it, and then patch it until it's up to date first (I'd recommend using the manual patch found at the download link I just gave you, rather than the automatic patcher.) If you've already installed the game and logged in, then it may be that the create button is off the bottom of the screen. Try changing your computer to a higher resolution, or going to windowed mode and making your window taller. There is also an INI tweak you can do which may help, that you can find in the forums.
