Faction base manager
From PWI Wiki
The faction base manager is the NPC that is in charge of creating faction bases, permitting access to them, and also gives some daily quests. She can be found in Archosaur (by the harbor), Dreamweaver Port (along the hill road to the Elder and General) and in each of the starter cities.
